HOUSE CONCURRENT RESOLUTION NO. 21                                            
Relating to the correction of misinformation about Alaska.

Amendment No. 1 was offered  by Representative Davies:                          
                                                                               
Page 1, after line 17, insert:                                                 
                                                                               
	"WHEREAS the House has passed an operating budget for                      
the Department of Environmental Conservation that reduces its                  
total funding for FY 94 by over 12%, the largest cut of any                    
department; and                                                                
                                                                               
	WHEREAS budget reductions to the Department of                             
Environmental Conservation may result in the US Environmental                  
Protection Agency assuming primacy for air, water, solid waste,                
and hazardous materials regulations; and"                                      
                                                                               
Representative Finkelstein moved and asked unanimous consent that              
Amendment No. 1 be adopted.                                                    
                                                                               
Objection was heard.

	"WHEREAS the House has recently passed legislation that                    
will provide for the nations least expensive permits for air                   
contaminant emissions at $8 per ton compared to the national                   
average at $29 per ton; and"

Amendment No. 2 be adopted.                                                    
                                                                               
Representative Phillips objected.
